Rigan

Rigan is an experienced emergency manager with over 10 years of broad experience in multiple sectors across humanitarian and natural disaster response, field leadership, and executive coaching for private nonprofit, for-profit corporate, national/international non-government organization (NGO), and governments at the local, state and federal levels.

Currently deployed to Ukraine, Rigan is serving as the volunteer Incident Commander for the Augustae Annia Foundation in support of local volunteer organizations, international NGOs and combat/tactical medical units. She provides field operations mission planning and response overwatch, in addition to psychological preparedness and resiliency trainings to field operators across multiple domains in-country. 

Recent US deployments include tactical and field operations coaching and leadership for the Afghan Refugee Resettlement effort (Operation Allies Welcome) in cooperation with the Departments of Defense, State, and Homeland Security. She served as Incident Commander for a national nonprofit at Marine Corps Base Quantico in service of donation management, providing operations establishment and coordination for more than 150 volunteers during this 60-day mission.

Moving from immediate refugee response to long-term resettlement, Rigan authored the operational guidance for 14 sites across the country to establish standard operating procedures in order to duplicate and continue this effort. She established and trained Command and General Staff for the pilot operations for the states of Wisconsin and Minnesota before joining the Ukraine response mission on 25February2022.     

Rigan holds 26 professional certifications in the domestic Incident Command System (ICS) from the FEMA Emergency Management Institute, including ICS-300 & ICS-400, in addition to certifications in Tactical Combat Casualty Care (TCCC-AC), Technical Project Management for WASH Emergencies, SALT Mass Casualty Triage, and BSAFE. She has completed her Bachelor’s degrees in Psychology (Biopsychology & Cognitive Neuroscience) with a minor in Exercise Science, and her Master’s degree in Emergency and Disaster Management.

She is experienced in performing within the ICS pertaining to the roles of Incident Commander, Safety Officer, Public Information Officer, Liaison Officer, Operations Section Chief and Planning Section Chief with particular interest in service on behalf of nonprofit and humanitarian organizations.
